PUBLIC HEARING & COMMENT REVIEW PERIOD

DRAFT PY 2024 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT,

DRAFT PY 2025 – 2029 CONSOLIDATED PLAN &

PY 2025 ANNUAL ACTION PLAN

 

NOTICE is given that a draft of Jersey City’s Program Year 2024 Consolidated Annual Performance Evaluation Report (CAPER),  2025 – 2029 Consolidated Plan (ConPlan) and Program Year 2025 Annual Action Plan (AAP) will be available for a public comment and review period. Notice is also given that a public hearing will be held to allow the public to review and make comments. 

2024 CAPER:

Each year, the City, through its Division of Community Development, reviews the goals established in the current ConPlan Plan and establishes priorities for the next year. The 2024 CAPER will summarize the City’s performance on the entitlement grant funding received from the U.S. Department of Housing and Urban Development (HUD) for PY 2024 which is April 1, 2024 through March 30, 2025.

 

2025 – 2029 ConPlan and 2025 AAP:

Jersey City is an entitlement recipient of Federal formula grants from HUD for the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) program, Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons With AIDS (HOPWA) grant. These funds provide programs and services that benefit low- to moderate-income persons throughout Jersey City.

 

The 2025 - 2029 ConPlan serves as a strategic plan to identify needs of the community related to providing decent housing, a suitable living environment, and expanded economic opportunities. The City’s PY 2025 AAP outlines proposed projects and activities by the City’s CDBG, HOME, ESG, and HOPWA programs to address the identified priority needs and goals in the Consolidated Plan. The City expects to receive an estimated $4,321,335 in CDBG funding, $1,822,170 in HOME funding, $462,605 in ESG funding, and $2,530,752 in HOPWA funding from HUD for PY 2025, which begins April 1, 2025, and ends on March 31, 2026.

Public Hearing: The City of Jersey City will hold a public hearing during the development of the 2025 – 2029 ConPlan and 2025 AAP to gather feedback from the community on proposed uses of the funds. The public hearing will provide an opportunity for all residents and non-profit providers to address and comment on the proposed recommendations on specific activities to be undertaken by the City of Jersey City in its submittal to HUD. The hearing will be held on June 5, 2025 from 10:00 AM – 11:00 AM. The hearing will be held in the Dept. of Housing, Economic Development & Commerce, Division of Community Development, 39 Kearny Avenue, 4 Jackson Square, Jersey City, NJ 07305.

 

15-Day Public Comment Period for the 2024 CAPER: The City will hold a 15-day public comment period open to all residents regarding the proposed 2024 AAP from June 6, 2025 through June 20, 2025.

 

30-Day Public Comment Period for the 2025 – 2029 Consolidated Plan: The City will hold a 30-day public comment period open to all residents regarding the proposed 2025-2029 ConPlan and 2025 AAP from June 6, 2025 through July 7, 2025.
