The Golden Neighborhoods Homeownership Program provides increased opportunities for low and moderate income families to purchase a home for the first time in Jersey City. This program provides down payment and closing costs assistance for eligible first-time homebuyers, alleviating a major financial impediment of buying a home.

The Division of Community Development would like to thank all of the applicants for the
Golden Neighborhood Homebuyer Program.
We will begin collecting the income certification documents on February 13, 2023. Once
contacted by our office with an official letter, candidates will have 14 days to submit all
required documentation to the office. There will be no extensions.

The Relocation Assistance program provides assistance for tenants that have been displaced from their residence due to the following circumstances: building, housing or health code enforcement activities, accidental fire not caused by the tenant, government acquisition, code enforcement rehabilitation, and the “g” provisions under the Residential Eviction Law (P.L. 1993, c. 342). Relocation BrochureThe CDBG Home Improvement Program (CDBG-HIP) is administered by the Division of Community Development (DCD). This program provides grant funds to eligible low/moderate income homeowners for needed repair and rehabilitation of owner-occupied homes. This program has income eligibility guidelines.
Homeowners at or below 80% of the City's median income are eligible. Properties may have 1 to 2 units and must be owner-occupied. The loan is structured as a 10-year mortgage that provides up to $24,900 per residential structure for home improvement. Please review the CDBG-HIP Overview document for further information.
If eligible the HIP Program can assist homeowners with repairs such as:

Weatherization
Hazardous Flooring
LEAD Paint Remediation
Cracked Sidewalks and more!
The Division of Community is currently not accepting applications at this time for the CDBG HOME Program (CDBG-HIP).
